About Us Mid-Maryland Workforce Investment Board One of our partners, the Mid-Maryland Workforce Investment Board (WIB), is an employer-driven, policy-making entity, charged with creating and establishing an accountable workforce delivery system for Howard and Carroll Counties. The Carroll County Business & Employment Resource Center in Westminster is the one-stop center in Carroll County and the Columbia Workforce Center is the sister center in Howard County. Established by Executive Order in response to the mandate of the federal Workforce Investment Act (WIA) of 1998, the Mid-Maryland Workforce Investment Board's goal is to be the conduit between business, government and education.
